Junior Highpower Support Program Instructions

To CMP-Affiliated State Association/Club/Team Leaders:

The Civilian Marksmanship Program (CMP) provides financial assistance for eligible members of junior highpower rifle teams that compete in the National Trophy Rifle Matches during the 2008 National Matches (NM) at Camp Perry, Ohio.  This program was developed to support the junior highpower service rifle programs of CMP-affiliated state associations and clubs and to encourage junior shooters to become actively involved in highpower service rifle competition.  The rules that govern the 2008 CMP National Matches Junior Highpower Support Program follow:

PROGRAM PURPOSE

The primary purpose of the program is to promote junior participation in the National Matches.  A top priority is to encourage new junior participation.  Support provided is limited by the total funds in the CMP budget for this program, by the age of junior participants and by the number of times juniors can participate.  The purpose of these limitations is to give funding priority to junior shooters who have not attended the National Matches before.  The funding is intended to be partial support to help offset some travel, entry fee and accommodations expenses.  Sponsoring state associations, clubs and teams are strongly urged to provide additional support for their juniors to help them attend the National Matches.  Financial assistance is provided for eligible junior shooters who compete on junior service rifle teams sponsored by state associations, CMP clubs or teams.

ELIGIBILITY

State Association and Club Junior Teams:  Junior teams entered in the National Trophy and Whistler Boy or Hearst Doubles Team Matches may be made up of any shooters who are eligible to compete as juniors under applicable CMP Competition Rules (Rule 3.8.7).  To be eligible to receive support for its juniors, the affiliate must be in good standing, have submitted its 2008 Annual Statistical Report (or be a new affiliate in 2008) and have paid its 2008 dues.  In addition, junior shooters for whom support is provided must meet the special eligibility criteria given below:

Individual Juniors:  Juniors who receive support must be 18 years of age or younger as of 2 August 2008.  Any junior whose 19th birthday occurs on or before that date is not eligible for support under this program.  The parent or legal guardian of each supported junior must sign a consent and release form.  Juniors are eligible to receive support for two years.  Juniors who have received support for two previous National Matches are not be eligible for additional support. 

Junior team members who receive support must 1) attend either the USMC-CMP Junior Highpower Rifle Clinic or the Rifle Small Arms Firing School, compete in the President’s Rifle Match and National Trophy Individual Match and 3) participate in the Whistler Boy Highpower Rifle Team Match or Hearst Doubles Team Match.  Competing as a member of a team in the National Trophy Team Matches is not required, but is strongly encouraged.  To assure that juniors who receive support from this program are prepared to compete successfully in the National Matches, supported junior shooters are required to have a highpower rifle classification or provide documentary evidence that they have completed a minimum of three NRA highpower rifle or CMP EIC matches (minimum of National Match Course in each match).  In accordance with CMP Competition Rule 4.4, any junior who is 13 years of age or younger on 2 August 2008 must receive an age waiver in order to participate.  Age waivers may be approved by the CMP for all juniors who provide satisfactory evidence of a highpower rifle classification or match participation.

TRAVEL ASSISTANCE PAYMENTS

Mileage Assistance:  Travel payments are mileage-based, with fixed amounts paid according to the state from which the competitor is traveling.  2008 travel payments are calculated on the basis of six cents per mile, round trip, from state capitals to Camp Perry.  See the chart below for the travel assistance payment that will be paid for each eligible junior from your state.

Per Diem Assistance:  Fixed amounts are paid for each eligible highpower team member.  Per Diem Assistance is calculated on the basis of seven days.  $12.00 a day per junior is provided ($84.00 TOTAL).

Entry Fee Assistance:  Eligible juniors receive entry fee assistance of $30 based on $10 each for the Whistler Boy or Hearst Doubles Match, President’s Match and NTI.

Junior Team Entry Fee Bonus:  State Associations, clubs and teams that sponsor junior teams in the National Trophy Team Match and the National Infantry Trophy Team Match will receive a bonus equal to one-half of the team entry fee for each match or $37.50 per team per event.  To be eligible to receive this bonus, at least one-half of the team members must be juniors who are eligible to receive support under this program (age 18 or younger).

Payments:  Payments can either be made directly to the sponsoring organization or the participating junior. The sponsoring organization must indicate on the application form in the space provided if they want the check written to the organization or individual junior.

Limitations on Number of Supported Juniors:  The total number of two-person teams that can receive support under this program is limited by the approved CMP budget for this program.  Applications will be accepted on a first come-first accepted basis until the budget limit is reached.  If the budget/team limitation is reached, applications will be placed on a waiting list.  They will be funded if cancellations are reported.

APPLICATION PROCESS

State Associations, clubs or teams that wish to apply for support for eligible junior shooters from the CMP NM Junior Support Program must complete a CMP Junior Highpower Support Program Application Form and a CMP Junior Highpower Support Program Shooter Registration Form.  The Application Form must be received at CMP Headquarters by 7 July 2008.  The Shooter Registration Form may be sent with the Application Form (if the names of eligible juniors are available then) or it may be turned in when the team checks in at the National Matches (forms due no later than 28 July 2008).  Send forms to:

NATIONAL MATCHES PROCEDURES

Check-In.  Upon arrival at Camp Perry, all competitors and team leaders must check in at the Camp Perry In-Processing Center, Building 3.  Any junior team sponsors that have not turned in completed Shooter Registration Forms must turn them in at this time or no support will be provided.  Final eligibility for reimbursement will be determined on the basis of actual participation in the required schools and competitions. 

Team Flags.  The CMP encourages all State Associations and clubs that participate in the National Trophy and Whistler Boy or Hearst Doubles Team Matches to bring state or club flags to display on the range during the competitions.

Reimbursement Checks.  Checks will be mailed to the address provided on the application form or if designated, to the individual shooter.
